Bulk email reconnection

we have 2k to 5k emails on instantly and we experienced issues with our smtp servers and the red flame cam on 1500 emails, to reconnect my only current option to my knowledge is to manually send reactivation codes to 1500 emails. I tried deleting and re adding the users and its still red.
