Different time zones in one campaign

I want is that I have indian american and european leads in one list

And I want all of them to recieve email from 9 am to 2 pm their local time but from one campaign

gave ability to do that based on prospects city

    My leads contain country/city too and it’s such a pain to create different campaigns based on time zones
