Unlimited downloads per contact

It would be good if once we have downloaded a contact or added it to our campaign that we should be able to download it via CSV in the lead finder and not be charged another credit.

Once we have downloaded it, it should be marked as downloaded an paid for, then all future downloads wont cost credits.
